The end of 2008, the beginning of 2009
Firstly, let us see the data: according to the statistic from EB website, 724 projects requested registration in April, 2008, among which 82% projects were registered automatically, and 14% projects were registered after review. However, from April to December, 2008, there are 744 projects requesting registration, among which the automatically registration rate was reduced to 41%; on the contrary, the rate of projects requested to review was up to 49%.
Two similar projects except the locations are different were treated quite differently by EB. This kind of circumstance becomes more and more common so that the projects registered directly without review seems to become special cases.
We expect more transparent and reasonable game regulations as we call for higher efficiency. In December, 2008, in the COP 14, the suggestion of separating the regulation making power with the projects ruling power was proposed. The president of IETA, Mr.Henry Derwent, said more frankly: “each Party should urge EB to concentrate on the strategic direction and policy making rather than case judgment.”
It is lucky that the new CDM Validation and Verification Manual (VVM) was issued after discussed and revised by 4 EB meetings in half year. The new VVM unites and perfect the judging standard for CDM projects. It reduces the long-term confusion of understanding CDM regulations to certain extent. In the uncommon end of 2008, the issuance of VVM may not get rid of people’s haze directly, but at least it sows the hope seeds for the harvest of 2009.
EB 45 will face a great challenge, because the members of EB will check more than 100 projects of requesting registration after review, and more than 20 projects of requesting issuance after review. Limited by the staff level, it will be more unpractical to solve the bottleneck existing in the process of CDM project registration only by EB members’ overloaded work in several days meeting.
After the end of EB 45, three days later, it will be CDM 4-years anniversary. Although CDM past uneven road in the past four years, it will face more challenge in 4 future years. I think all the CDM practitioners will hope that it will develop healthily, and will pass a harmonious and happy birthday.
