According to the statistics on the website of United Nation Executive Board (EB) on May 21st 2008, EB passed 1059 CDM projects registration, among which there are 214 Chinese projects. Looking back, we can see that “Kyoto Protocol” was passed in United Nations Conference in 1997, the first CDM project was registered in Nov., 2004 and the first Chinese CDM project was registered in June, 2005.
We have reasons to say that in the past few years, CDM has got great achievements. All the CDM projects make great contribution to realizing the commitment of emission reduction in developed countries and to mitigating global climate change.
On the other hand, we also notice some evidences show that some developed countries can not realize their emission reduction commitment under the framework of “Kyoto Protocol”. For example, the 2007-2008 Human Development Report published by the United Nations Development Program (UNDP) indicates that the European Union did not make relevant efforts of realizing the target of 20% emission reduction by 2020, the real emission reduction on average is 2%, not 8% committed in the “Kyoto Protocol”.
We also noticed that according to the statistics on the Chinese Designated National Authority (DNA) website, currently, there are 1253 CDM projects approved by China, but many Chinese projects are deposited in the relevant institutions, such as DOE and EB, and do not get successful registration. Meanwhile, it is near 2012, and the negotiation on international cooperation of the framework in “post-protocol era” is postponed again and again, which makes many investors don’t have enough confidence to invest in new potential CDM project, although they are willing to do it.  
More and more obvious influence caused by Climate change, more and more pressure from complying with international agreement, more and more requirements of investing in environment friendly projects, all of which hope CDM project will be quicker and quicker.
We call on CDM participants to participate in broader emission reduction fields more actively, no matter it is existed project or potential project and no matter they are buyers or project investors.
We call on DOE and EB to improve their working efficiency, to advance the development of CDM project, to make CDM back to its original aim--- to motivate investors.
We call on each main body in international society to bear the responsibilities they should undertake, and to reach the agreement on fighting climate change, and to abide by the agreement strictly. After all, it is only human being that can rescue us.

Excursus: today is May 21st, 2008, the third day of mourning for the dead compatriots in the Wenchuan Earthquake. When I wrote this short article, I thought of this subject spontaneously. After the Wenchuan earthquake, I believe that every practical action taken by people will be helpful to others and moreover be helpful to improve their own situation.
